No, if you are not enrolled in Bill Payment, there will not be an option to grant a sub-user access to Bill Payment and the sub-user will not be able to apply for Bill Payment for you. If you sign up for Bill Payment at a later date, you can update the sub-user's profile to grant access to Bill Payment.
