The Federal Financial Institutions Examination Council (FFIEC) are the regulators overseeing banks and credit unions. FFIEC warns that Home Banking passwords alone are insufficient, and requires a bolstered security login that uses multi-factor authentication. With this added security, even if a user has had his password stolen--via a phishing attack or by use of malicious software--a fraudster cannot access the user's online accounts because they do not have access to the additional login factors.
